Faraday cage, maybe? or some sort of heat source, like a cheapo disposable charcoal grill? I didn't see any smoke in the pic, might could have been on the underside of the cart body, which would explain why that was also foiled over.

The usual cart-stealing mugs out here in Vegas don't care for neat with the carts, they just pile stuff in. This here looks more sophisticated than some sterno-drinker or paint-huffer's misuse.

Some jurisdiction is going after cart stealers, can't remember where... seems the replacement value is over that critical local level from misdemeanor to felony.

The locals are getting inventive with their theft... some store out here found a few of their magnetic locking cart wheels in a pile and some of their (outside stored) carts missing three and four wheels. Some one had unbolted the locking wheel and replaced it with a plain one.

I pretty much forsee the airport solution... $5 for a machine to unlock a cart, and when you return it, depending on use, a refund.

None of this bothers me, much, I have a old folks' two wheeled cart to take my stuff home. And a nice piece of angle iron bolted to the front, so I can lean it over and fill or unfill it without rolling.
