11B, short version: Estonia is a whole dam' NATION thinking as preppers do, and doing as well. I think that they like the idea of not being a Soviet satrap, and aim to keep it that way.

It would not surprise me if there were covert militia in the US. Civil Defense-sized... No. Last I had heard about CD was the amazingly poor upkeep of air-raid/tornado sirens, and the losing race they had in the 1980s to pull stocked emergency medical kits OUT of shelters before gangs and addicts did, for the abusable meds within.
If anyone saw the dreadful TV movie THE DAY AFTER ( my unit did, as I was in Army green at the time ), the one thing they got right was the massive panic. A non-NBC SHTF event will be much worse, and far crueler to an unprepared general populace.
With an active military of only 6,000 they would be committing suicide going against the Russians head on. They can either do guerrilla action, I like that better then insurgent, or roll over and take it. I like their idea, it make sense. However I would think they should make sure no one takes photos of their people and teach them better Opsec otherwise in the event of an invasion they would go after those people first.
